What is difference between state and UT in india ?



What is State ?                                                         
  • A state is an independent unit separate from the central Government.
  • A state comprises its own legislative Assembly with elected representative.
  • A state has a defined territory.
  • Every state has a Chief Minister.
  • There is a separate Government which operates in the states.
  • The functions handled by the state Government are security, health care, governance, revenue generation etc.
What is a Union Territory in India ?
  • Articles 1 to 4 under the part 1 of the Constitution of India gives the provision of the Unions and its Territories.
  • A Union Territory is controlled by the central Government.
  • A Union territory has a Lieutenant Governor as Administrator.
  • A Lieutenant governor is the representative of the President of India.
  • A Lieutenant Governor is appointed by the Central Government.
  • There is no representation of the Union Territories in the Rajya Sabha except for Delhi and Puducherry.
  • Delhi, Puducherry  and Jammu & Kashmir have an elected legislative assembly and and an executive council of ministers with partially state like function.
